The Municipal Assembly may form committees from among its members to prepare its resolutions. The municipal council determines the tasks and number of committees.
A finance committee must be established by law. The municipal council also determines how many members a committee should have. In Bad Homburg v. d. Höhe, eleven members and three non-attached members belong to a committee. One member of each of the seven local advisory councils and one member each of the Foreigners' and Youth Advisory Councils have an advisory role on each committee.
All items on the agenda for which a committee is responsible are submitted to it by the municipal council in the form of proposals or by the parliamentary groups in the form of motions. The committee submits a proposed resolution to the City Council, which makes the final decision. Difficult detailed issues are therefore usually discussed in more detail in the committee than in the municipal council meeting. Committee meetings are open to the public.
