The aim of monument protection is to preserve the original building fabric and the historical appearance of cultural monuments as far as possible. You therefore require a listed building permit for construction work on cultural monuments*
In addition to individual buildings, overall structures whose appearance is of particular public interest are also protected. This applies above all to streetscapes, squares and townscapes.
If you intend to make changes to the protected appearance of an entire complex, you will need the approval of the lower monument protection authority.
Documents
Depending on the individual case, you will need to submit various documents, for example
- Site plan of the property
- Plan documents (floor plans, views, sections) of the property
- detailed description of measures with material specifications and structural details or
- Preliminary investigations and expert reports from specialists (e.g. from the fields of restoration, carpentry restoration, statics, geology)
- Survey form for the statistics on construction activity in building construction (building permit - construction backlog - construction completion or demolition - demolition - change of use) in duplicate
Tip: Contact the lower monument protection authority at an early stage. They will tell you which documents are required for your approval procedure.
Fees
If a building permit is required, fees will be charged. Enquire directly with the responsible authority.
Processing time
There are no statutory deadlines within which you must apply for approval. However, you may not start construction work until you have the permit. This also applies in cases where you do not require planning permission.
