Declaration on accessibility

The accessibility statement contains information on the accessibility of the website or web application in accordance with Section 12a of the Disability Discrimination Act. You are also provided with contact options for reporting existing barriers.

This declaration on accessibility applies to the website of the Municipality of Bad Homburg v. d. Höhe published at https://www.bad-homburg.de/de.

As a public body within the meaning of Directive (EU) 2016/2102, we endeavor to make our websites and mobile applications accessible in accordance with the provisions of the Federal Disability Equality Act (BGG) and the Accessible Information Technology Ordinance (BITV 2.0) for the implementation of Directive (EU) 2016/2102.

Status of compatibility with the requirements

The accessibility requirements are set out in Sections 3 (1) to (4) and 4 of BITV 2.0, which was issued on the basis of Section 12d BGG.

The review of compliance with the requirements is based on a self-assessment carried out on 26.06.2025.

Based on the review, the website is partially compliant with the aforementioned requirements due to the following incompatibilities and/or exceptions.

The content listed below is not accessible for the following reasons:

  • In forms, fields with incorrect input are not automatically focused in terms of requirement "2.4.3 Focus Order" according to WCAG 2.1.
  • In change forms, rich text editors cannot be fully operated with the keyboard in accordance with the requirement "2.1.2 No Keyboard Trap" according to WCAG 2.1. This is due to the use of the "Quill" plugin.
  • In change forms, not all error messages may be visible without user interaction in accordance with the requirement "3.3.3 Error suggestion" according to WCAG 2.1.
  • In forms, pressing the tab key automatically selects a choice in a selection list ("Select"), not in the sense of the requirement "3.2.1 On Focus" according to WCAG 2.1. This is due to the use of the "Select2" plugin.
  • In forms, the optional input field of selection lists cannot be exited with the keyboard if no input has been made, in the sense of requirement "2.4.3 Focus Order" according to WCAG 2.1. This is due to the use of the "Select2" plugin.
  • In some forms, the button for deleting the current selection in a selection list cannot be focused with the keyboard in accordance with requirement "2.1.1 Keyboard" as per WCAG 2.1. This is due to the use of the "Select2" plugin.
  • In forms, an open selection list without selection options cannot be closed with the keyboard in accordance with requirement "2.1.1 Keyboard" as per WCAG 2.1. This is due to the use of the "Select2" plugin.
  • The locations on interactive maps cannot be focused using the keyboard in accordance with requirement "2.1.1 Keyboard" in WCAG 2.1. This is due to the use of the "OpenLayers" library.
  • Some interactive maps do not have sufficient alternative text as defined in requirement "1.1.1 Non-text content" according to WCAG 2.1. This is due to the use of the "OpenLayers" library.
  • The elements of a breadcrumb navigation are not marked as a list in the sense of the requirement "1.3.1 Info and Relationships" according to WCAG 2.1.
  • Some non-text elements do not have a contrast ratio of at least 3:1 to adjacent colors as defined in requirement "1.4.11 Non-text Contrast" according to WCAG 2.1.
  • Some text or images of text do not have a contrast ratio of at least 4.5:1 as defined in requirement "1.4.3 Contrast (minimum)" according to WCAG 2.1.
  • Headings are sometimes not declared as such and the heading hierarchy is sometimes incorrect in terms of the requirement "1.3.1 Info and Relationships" according to WCAG 2.1.
  • Some images do not have sufficient alternative text in terms of the requirements "1.1.1 Non-text Content" and "1.4.5 Images of Text" according to WCAG 2.1.
  • Not every link can be determined by the link text alone or by the link text together with its link context determined by software within the meaning of the requirement "2.4.4 Link Purpose (In Context)" according to WCAG 2.1.

This declaration was created on 26.06.2025. The annual statutory update of the accessibility statement is implemented without exception.

Conciliation procedure

If no satisfactory solution has been found even after your feedback to the above-mentioned contact, you can turn to the arbitration board in accordance with § 16 BGG. The BGG conciliation body has the task of supporting an out-of-court settlement of disputes between people with disabilities and federal public bodies on the subject of accessibility. The conciliation procedure is free of charge.
It is not necessary to seek legal advice.
