The municipal council can form committees. The committees assist in the preparation of decisions. The municipal council decides on the tasks and number of committees.
There must be a finance committee. This is stated in the law. The municipal council decides how many members a committee has. In Bad Homburg v. d. Höhe, a committee has eleven members. In addition, there are three advisory members without a parliamentary group. One member of each of the seven local advisory councils, the Foreigners' Advisory Council and the Youth Advisory Council also advises on each committee.
The municipal council assigns topics to the committee. These topics are submitted by the magistrate. The parliamentary groups submit motions to the committee. The committee makes a proposal. The municipal council decides on the proposal. Difficult issues are often discussed in more detail in committee. Committee meetings are open to the public.
